Trump's Progressive Alarm Misses Europe's Real Threat: Technological Stagnation.

Donald Trump's security policy document presents a flawed assessment of the European Union. It claims that open-border policies and what it terms "progressive" policies represent an existential threat to the continent's identity. However, this perspective is based on a serious misinterpretation of the situation. The actual challenge facing the EU is not cultural but economic and technological lag.

A Glaring Economic Gap Separating the US and Europe

The data paint a sobering contrast. From 2008 and 2023, US GDP surged by 87%, compared to a paltry thirteen and a half percent increase for the European Union. During this time, European income per person fell from over three-quarters to just half of the US level. Strikingly, even the poorest US state now boasts a greater average income than major EU nations like France and Italy.

Currently, about 50% of the world’s top fifty technology firms are American, while only four are European.

The Technological Shortfall: The Core Problem

This widening disparity stems from superior productivity growth in the United States, largely due to technological innovation and higher total factor productivity. The scene of global tech dominance is decidedly American. In the last five decades, hundreds of American startups have grown into enterprises valued at more than ten billion dollars, versus just 14 in the European continent.

This disparity raises a vital question: In the race for future industries like AI, semiconductors, and quantum computing, what is the EU positioned? Most analysts concede it is largely a two-horse race between the US and China, with European nations starting at a clear handicap.

Root Causes of the Continent's Technological Lag

A number of key reasons explain this innovation chasm.

  • Venture Capital: The United States has a far deeper and more dynamic network for financing new ventures. Europe still lacks a true unified investment market, which caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented regulation hamper Europe. A US startup can introduce a service under a single regulatory framework to access a market of hundreds of millions. The European Union, despite a larger population, is split among 27 different national systems, creating huge market obstacles.
  • Mindset Differences: Attitudes toward risk-taking vary greatly. In parts of Europe, a startup's collapse was once viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a tightly woven academic-military-industrial complex. Europe's long-term lack of spending in defense has weakened its capacity for pioneering research.

The Road Ahead: Grounds for Cautious Optimism

In spite of these hurdles, there are causes for hope. Policymakers are growing more conscious of the severe threat and have begun to propose serious reform. Key analyses on EU competitiveness and the single market point to the need for major changes.

With the right policies and regulatory reforms, these assets might enable far greater degrees of commercial innovation.

The continent retains considerable advantages: high-quality human capital, top-tier education systems, and world-class research institutions. Coupled with a large internal market and high savings rates, these elements have the potential to trigger a surge of venture creation.

Crucially, even if Europe does not become the leader in developing next-generation tech, it can still dramatically boost productivity by implementing and tailoring innovations from other regions.

An Inflection Point

Europe now stands at a decisive moment. As the saying goes, decline often happens "slowly, then all at once". So far, the continent's technological decline has been gradual. However, if it fails to take bold steps to tackle its structural weaknesses, today's gradual weakening could give way to a sudden and irreversible decline in global economic relevance.
